On this Pakistan Day, we pay homage to the founding fathers of Pakistan whose services and sacrifices led to the creation of a separate homeland for the Muslims of the sub-continent. Today, we reaffirm our resolve to make Pakistan an economically stronger and prosperous country.

On this historic day, we vow to continue our struggle to make our society humane, inclusive and tolerant to other minorities residing in Pakistan. We also pledge to uphold democratic values, rule of law and the Islamic way of life in our country as envisioned by our founding fathers.

            On this day, we must also remember our Kashmiri brethren who have been subjugated for over seven decades by the Indian Security Forces. They have been subjected to the worst form of repression and state-sponsored terrorism. We pledge our commitment to continue to support Kashmiris in their just struggle for their right to self-determination. The world must take notice of blatant human rights violations being committed by India in the Indian Illegally Occupied Jammu and Kashmir. The key to durable peace in South Asia is resolution of the Jammu and Kashmir dispute in accordance with the relevant United Nations Security Council Resolutions.

            Today, we also salute our heroes, particularly the health workers and other concerned agencies, who played a great role in containing COVID-19 and providing health care to the people in the hour of need. We laud our health professionals for their untiring efforts who selflessly served the nation during the crisis. I urge my fellow countrymen to follow all SOPs concerning COVID-19 so as to overcome the third wave of the pandemic. I am sure that with unity, faith and discipline we can overcome any challenge that comes our way. May Allah be with us all.

23rd March, 1940 was a momentous occasion when the Muslims of the Sub-Continent decided to establish a separate homeland to free themselves from the shackles of oppression and slavery of the hindutva mindset.

Today, we pay tribute to the Father of the Nation and all the leaders of the Independence Movement who united Muslims of British India and struggled for creation of a free and independent Muslim State. The struggle culminated in the emergence of Pakistan on the map of the World on 14th August, 1947.

While commemorating this day, we need to adhere to the principles of Unity, Faith and Discipline given by Quid-e-Azam Muhammad Ali Jinnah. Our vision is to transform Pakistan into a truly democratic welfare State, on the model of Riyasat-e-Madina.

Our great nation has successfully overcome challenges of immense magnitude in past through unity and resilience. Today, we need to remain strong to face the pandemic that has engulfed the entire World. InshaAllah, we will succeed in these testing times.

On this day, we also express solidarity with the innocent people of IIOJK who have been subjected to worst form of state oppression by Indian security forces. We salute their courage and will continue to support them morally, politically and diplomatically for realization of their right to self-determination under relevant UNSC Resolutions.

Simplification of Procedure for issuance of Letters of Administration/Succession Certificate


      Upon death of any family member, legal heirs languish in courts for years before they are able to obtain Letters of Administration (for immovable properties) and Succession Certificates (for moveable properties. Now without going to the Courts, the legal heirs can obtain Letters of Administration or Succession Certificates, as the case may be, through a quick five stage process facilitated by Succession Facilitation Units operated by the National Database Registration Authority. Presently, one Facilitation Unit is operative in Islamabad dealing with properties/assets in the Islamabad Capital Territory (ICT) only.  Shortly, NADRA will establish many more Succession Facilitation Units in other cities in Pakistan. 

      The applicants have to submit a simple application form after which NADRA will issue public notice in leading local newspapers and on its website. Where no objections are received within fourteen days, the legal heirs whether in Pakistan or abroad (London, Manchester, Birmingham, Bradford, Jeddah, Riyadh, Medina, Dubai, Abu Dhabi, Doha) can visit their local NADRA Office in Pakistan or the Pakistan Missions abroad, as the case may be, in the above mentioned Cities and conduct biometric verification. Once verification of the legal heirs is complete through biometrics, Succession Certificate or Letter of Administration will be issued in Applicant’s favour. Apart from the abovementioned cities, the Government at the earliest is creating biometric verification centers in many other cities of the world. 

      Procedure for applying the Letters of Administration/Succession Certificates is as follows: 


Application Initiation:  The applicant will provide his/her National Identity number, deceased person’s death certificate and National Identity Card number. Along with the application, the applicant shall submit letter of authorization from the legal heirs to file application on their behalf. 


Legal Heirs and Assets Details:  The applicant will provide the relevant details of legal heirs, and information pertaining to the moveable and immovable assets of the deceased. 


Verification and Consent of Legal Heirs:  All legal heirs mentioned by the applicant will visit NADRA’s Registration Centre for biometric verifications and details provided by applicant will be verified. 


Advertisement in Newspaper: NADRA will publish the notice to the public at large for ascertaining if there are any objections on the particular application. 


            Printing and Delivery of Certificate: If there no objections after 14 days of publication of the notice, the Succession Certificate/Letter of Administration will be printed and given to the applicant.

Message from Foreign Minister Makhdoom Shah Mahmood Qureshi on Kashmir Solidarity Day 2021

This 5th February, we reaffirm our unflinching solidarity with the Kashmiris in the Indian Illegally Occupied Jammu and Kashmir (IIOJK). The entire Pakistani nation stands with them in their valiant struggle to secure their inalienable right to self-determination. 

For 18 months now, IIOJK is under continuous Indian military siege, with Kashmiris virtually caged in their own houses, under communications blockade, and facing severe restrictions on the media. Their political leadership continues to be incarcerated. Under the suffocating military siege and in the face of ravaging COVID-19 pandemic, the Indian army has continued cordon-and- search operations, staged fake “encounters”, and indulged in a killing spree of Kashmiri youth in IIOJK – thus further accentuating the grave humanitarian tragedy there.

 Following the extremist “Hindutva” ideology, the RSS-BJP regime has also embarked on a design to change the demographic structure of the occupied territory and obliterate the distinct Kashmiri identity. Apart from new domicile and property laws, the rules changing the official status of Urdu language are all part of this sinister campaign. 

The international media, UN Secretary General, the UN High Commissioner for Human Rights, World Parliaments, Human Rights and Civil Society organizations have highlighted the grave human rights violations in IIOJK – including detentions without trial, use of pellet guns, and extra-judicial killings. 

The international community must continue to act in support of the fundamental freedoms and basic human rights of the Kashmiris and urge India to allow the UN Fact Finding Mission to investigate the grave human rights violations in IIOJK. India must allow the United Nations Military Observer Group in India and Pakistan (ONMOGIP) unhindered access to carry out its mandate.  If India has nothing to hide, it must allow international media and civil society to visit and report on the human rights situation in IIOJK. 

Pakistan reiterates its call on the international community to hold India accountable for its egregious violations of human rights and serious crimes against the Kashmiri people. Pakistan also reaffirms full support for its Kashmiri brothers and sisters. This solidarity will continue until the Kashmiris achieve their inalienable right to self-determination as enshrined in the UN Charter and relevant UN Security Council Resolutions.  This is the only course to durable peace, security and development in South Asia.

Today, on this Kashmir Solidarity Day, we reaffirm our resolute support for our Kashmiri brothers and sisters, who continue to be subjected to an inhuman military siege and communications blockade since 5 August 2019. The tragedy of the Kashmiris, however, goes back more than 7 decades as they have faced unabated repression and consistent denial of their fundamental rights by India. 

While observing this Day, we salute the unflinching resolve of Kashmiris in their valiant struggle for the right to self-determination, which was pledged to them by India, Pakistan, and the international community. Ever since India reneged on this commitment, it has sought to brutally suppress the Kashmiris’ quest for freedom. 

The latest Indian attempts to further colonize IIOJK by altering its demography and obliterating the distinct Kashmiri identity are reflective of a sinister design to convert the Muslim majority into a minority.  These changes are being carried out through promulgation of illegal domicile rules, changes in property laws, and downgrading the status of Urdu language.  Incentives are being offered to outsiders to settle on the occupied land of the Kashmiris in violation of international law, particularly the 4th Geneva Convention. 

Over 8 million Kashmiris have been turned into prisoners in their own homes, with more than 900,000 occupation troops holding them hostage.  History has few examples of such violation of fundamental rights.  Thousands of Kashmiris have been arbitrarily detained.  The Kashmiri youth is being particularly targeted through abductions, incarceration at undisclosed locations, indiscriminate use of pellet guns, and extra-judicial killings in fake “encounters”.  This is a manifestation of Indian state-terrorism against innocent Kashmiris. 

There should be immediate lifting of the military siege and communications blocked as well as rescinding of India’s illegal and unilateral actions in IIOJK.  All those arbitrarily arrested and illegally incarcerated should be released and draconian laws providing impunity to Indian occupation forces immediately repealed.  The international human rights and humanitarian organizations, as well as the international media, should be allowed access to investigate the grave human rights situation in the occupied territory. 

Pakistan reiterates its call on the world community to hold India accountable for its crimes against humanity in IIOJK.  India must stop its brutal suppression of Kashmiris, adhere to its international human rights obligations, and honour the commitment to grant to Kashmiris their inalienable right to self-determination through a free and impartial plebiscite under the UN auspices. 

For its part, Pakistan will remain unshakable in its solidarity with the Kashmiri people until they realize their legitimate and inalienable right to self-determination, in accordance with the United Nations Charter and relevant UN Security Council Resolutions.  This is indispensable for durable peace and security in South Asia.

The people of Pakistan join in commemorating this Kashmir Solidarity Day paying rich tribute to the Kashmiris on their resilience in their just struggle for the right to self-determination.  More than a year-and-a-half has passed since 5th August 2019 when India took unilateral and illegal actions aimed at altering the internationally recognized dispute status of IIOJK and changing the demographic structure of the occupied territory. 

Self-determination is one of the fundamental rights codified in all major human rights instruments as well as the United Nations Charter.  The denial of this right and subjugation of Kashmiris in IIOJK is the very negation of human dignity. 

The Jammu and Kashmir dispute is one of the oldest items on the agenda of the UN Security Council.  The dispute remains unresolved due to India’s obstinate refusal to honour its commitments and its disrespect for the fundamental human rights and international law. Occupation Forces continue oppression and brutalization of innocent Kashmiris through an inhuman military siege, communications blockade, cordon-and search-operations, fake “encounters”,  extra-judicial killings of Kashmiri youth, use of pellet guns, and collective punishment of entire communities and neighborhoods.  The draconian laws in place in IIOJK provide complete impunity to the occupation forces as they commit egregious violations of human rights. 

Demographic apartheid in IIOJK by Indian Occupation Forces is further violation of international law where-in the Kashmiri majority is being turned into a minority in its own land.  These measures are constant reminder to the world community of India’s State-terrorism – being perpetrated day in and day out against innocent Kashmiri men, women and children. 

On this day, Pakistan calls upon the international community to hold India accountable for all its misdeeds and crimes against humanity.  India must rescind its unilateral and illegal actions and stop implementing the RSS-inspired “Hindutva” agenda in IIOJK that is detrimental to peace and security in the region. The key of durable peace in South Asia is resolution of the Jammu and Kashmir dispute in accordance with the relevant United Nations Security Council (UNSC) Resolutions and the wishes for the Kashmiri people.

 Pakistan remains in full support and solidarity with its Kashmiri brothers and sisters.  We will continue to extend all-out support to the Kashmiris till the realization of their unalienable rights to self-determination.

 National Database & Registration Authority (NADRA), Ministry of Interior, Government of Pakistan has incorporated additional feature in Pakistan Online Visa System (POVS), as per the requirement of all stakeholders. Using this feature, the applicants can edit following fields if the application is sent back to them for “Review” by any concerned stakeholder: 

  1. Surname
  2. Given name
  3. Date of birth
  4. Passport number
  5.   Requested visa duration 

Upon resubmission of application (if the applicant has made any edits in the above listed fields), the application’s processing will start again. 

Even with the above additional feature, it may be noted that if the applicant makes a mistake in any other field (not mentioned above), then the application has to be cancelled and applicant may be asked to apply afresh.

Notice for discontinuation of Issuance of Manual Visas by Pakistan Missions Abroad 

        The Ministry of Interior, Government of Pakistan, has decided to stop manual processing of visa cases forthwith.  All visa applicants are now required to apply for visa online at portal:

Today is 72nd anniversary of United Nations’ commitment to uphold the fundamental human rights of the people of Jammu and Kashmir. On this day, in 1949, the United Nations Commission for India & Pakistan (UNCIP) pledged the realization of the Kashmiris’ right to self-determination through a free and impartial plebiscite under the auspices of the United Nations. This day reminds the international community, especially the United Nations Security Council, of the imperative of honouring this commitment towards the people of Jammu and Kashmir.
The importance of the inalienable right to self-determination has been acknowledged in various human rights Covenants and decisions of the United Nations General Assembly and the Security Council. Owing to Indian intransigence, the Security Council has failed to fulfill its pledge to the Kashmiri people.
For over seven decades, the life of Kashmiris in Indian Illegally Occupied Jammu and Kashmir (IIOJK) has been a chronicle of State-sponsored cruelty and terrorism. Around 900,000 occupation forces have converted the region into the largest militarized zone in the world. Post-5 August 2019, India has unleashed a new reign of terror in IIOJK, maintaining an inhuman military siege, perpetrating egregious violations of human rights of the innocent people especially women, children and the elderly with unprecedented impunity, and seeking to illegally change the demographic structure of the occupied territory. For more than 500 days now, Indian occupation forces have been further brutalizing the besieged innocent Kashmiris, brazenly denying their basic rights of communication, freedom of expression, freedom of assembly, freedom of religion, and above all, freedom to determine their own future. Kashmiris have been deprived of their fundamental rights to life, food and health despite the rampant Covid-19 pandemic.
The recent spate of unprecedented Indian state-sponsored terrorism in IIOJK and discriminatory steps against minorities, especially Muslims, are a clear manifestation of the ‘Hindutva’ ideology espoused by the RSS-inspired BJP regime. The world must ensure that human rights abuses do not go unpunished and that the perpetrators of these heinous crimes against humanity are held accountable.
Being a direct party to the Jammu and Kashmir dispute, Pakistan will continue to underscore the imperative of holding a free and impartial plebiscite under the UN auspices in accordance with the United Nations Security Council resolutions. Our strong and steadfast support for the Kashmiri people will continue till the realization of their inalienable right to self-determination.

President reminds int’l community of its responsibility towards oppressed Kashmiris of IIOJK

ISLAMABAD, Jan 4 (APP)resident Dr Arif Alvi has said that the global community cannot shy away from its responsibility towards the oppressed people in Indian Illegally Occupied Jammu & Kashmir (IIOJK).
On 5th January 1949, the United Nations Commission on India and Pakistan (UNCIP) adopted the resolution that guaranteed a free and fair plebiscite in Jammu and Kashmir to enable the Kashmiri people realize their right to self-determination, the president said in a message on the occasion of Kashmiris’ Right to Self-determination Day being observed on January 5.
Dr Alvi reiterated that Pakistan would continue to extend all possible support for the just cause of the people of Jammu and Kashmir till the realization of their right to self-determination in accordance with the UN Security Council resolutions.
"The right to self-determination is a vital component of human dignity. Negation of this right is the negation of human freedom, Universal Declaration of Human Rights, and UN Human Rights Covenants. India is the biggest violator of this inalienable human right,” the president said and stressed that the United Nations must honour its commitment, which was made 72 years ago.
He further said that since August 5, 2019, through continuous illegal and unilateral steps, the Indian government had created an environment of fear and chaos in the IIOJK.
More than 500 days of military siege, and draconian restrictions on fundamental freedoms and rights, including the right to life and health, despite the Covid-19 pandemic, had challenged the conscience of international community and India’s credentials of being a respectable member of the comity of nations, he added.
The president said,“Indian actions have been widely rejected by the international community, the United Nations, and international human rights organizations. The current situation in the IIOJK is the worst in recent history where people have been deprived of all basic rights, including rights to freedom of expression and assembly, as well as self-determination.”
The people of IIOJK, he said, were being subjected to collective punishment by the Indian occupation forces, which had turned the territory into the largest militarized zone in the world and were seeking to change the demographic structure of the occupied territory in violation of the international law, including the 4th Geneva Convention.

          He had a vision for the Muslims of the subcontinent which got translated in the shape of Pakistan. Therefore, there is no other pleasure more real to us as a nation than the commemoration of his birthday. As a prime representative of whole nation, I owe immense gratitude, love and devotion towards my beloved leader Quaid-e-Azam Muhammad Ali Jinnah. 

          In the modern history of mankind, there are a few people who garnered such a wide popularity as our Quaid did. His determination to carve a nation out of chaos and relentless deprivation was miraculous and insuperable against all odds and challenges. He had a firm faith in God and His Prophet Muhammad (PBUH) which guided him through a long journey comprising of ordeals, deceptions and dejections but culminating in grandeur, décor and eternity. He is a role model not merely for us but for Muslims of whole world because of the universal vision he installed in the creation of Pakistan. With the adorable actions which spoke louder than words, he became an actual prototype of honesty and righteousness. 

          We trace not a single discourse by our beloved Quaid on the innumerable sacrifices he made for the cause of his nascent nation rather it is only through his actions that we learn of all those grieving losses he personally went through.

           Today, I urge all of you to pay a befitting homage to our great Quaid by following his footsteps in all walks of our lives. Let us live the Quaid’s ideals of Unity, Faith and Discipline with a renewed national spirit so that we make this country rise above all seen and unseen challenges. Together, let us beseech Allah that He grants us strength to realize our destiny of becoming the strongest nation on earth as rightly visualized by our Quaid-e-Azam Muhammad Ali Jinnah.

          Quaid-e-Azam Muhammad Ali Jinnah propounded the two-nation theory. He championed the rights of minorities and declared that members of every community will be treated as citizens of Pakistan with equal rights, privileges and obligations and that minorities will be safeguarded and protected. Today, we reaffirm our commitment to building a state that respects the diversity of its people and provides equal opportunities to its citizens irrespective of their religion, caste, creed or color. 

          On this day, we must also remember the people of Indian Illegally Occupied Jammu & Kashmir (IIOJK) who have been subjected to the worst form of state-terrorism for over seven decades. India has unleashed a reign of terror against them and has imposed a complete lockdown since last year. We urge the international community to compel and shame India to stop committing human rights violations and grant Kashmiris their right to self-determination as promised under the UN Security Council resolutions.


          Currently, the entire world is facing the second wave of COVID-19 pandemic and I urge the nation to exhibit self-discipline and follow health guidelines to contain the spread of virus.  We need to display the same spirit of discipline which we did during the first wave of the pandemic.

          On this happy occasion of Christmas, I extend my heartiest felicitations and wish Merry Christmas to our Christian brethren in Pakistan and all over the world. 

          Today, millions of Christians all around the world and in Pakistan celebrate the birth of Prophet Jesus who was sent to this world as a symbol of peace, brotherhood and respect for the entire humanity. This day reminds us of the values that Prophet Jesus observed in his own life. He not only healed the ailing humanity but preached the divine values of tolerance, love and compassion. 

          Christmas is an occasion to reflect on the message of Prophet Jesus, the eternal message of love, peace, tolerance and compassion for humanity.

           Out Government is dedicated to preserve the sanctity of existence and equality of opportunities enjoyed by all Pakistanis including our minorities. I am immensely happy to note that minorities in Pakistan are actively contributing to the development and prosperity of the country without any hindrance including politics, social services, military, education, health and many other spheres. This reflects the communal harmony and profound cohesion between all faiths practices across the length and breadth of the country. This is the spirit that binds us together as one family to celebrate our blessings and the values we hold dear. 

          On this happy day, I wish to acknowledge the diverse and productive role being played by all the minorities living in Pakistan, particularly in Christian community for the socio-economic development of the country.

Christmas is an occasion to share the happiness and blessings of God with our loved ones. On this day, we pay tribute to Jesus Christ (PBUH) who was a symbol of peace, brotherhood and respect for entire humanity. He not only healed the ailing humanity but preached on the divine values of tolerance, love and compassion. He urged people to live a virtuous life and seek Allah’s mercy. He propagated the message of peace, love and forgiveness for all. As a Messenger of Allah, Jesus Christ (PBUH) is venerable not only to Christians but also to Muslims. The Father of the Nation, Quaid-e-Azam Muhammad Ali Jinnah was also a strong advocate of the rights of minorities and declared in March 1948 that members of every community will be treated as citizens of Pakistan with equal rights, privileges and obligations and that minorities will be safeguarded and protected.  All citizens of the country enjoy the freedom of religion and worship under the Pakistani constitution. Being equal citizens of the State, the Government empowers them to develop their abilities to their fullest extent. Our policies are focused on creating harmony and cohesion between people of all faiths. The Government of Pakistan would continue to take steps for their welfare and would try its utmost to uphold the principles of equality and justice for all communities residing in Pakistan. 

          On this happy day, I would like to extend my heartiest appreciation to our Christian brethren for their patriotism and devoted service to the country.  We are proud of our Christian community, as they are an essential part of our multilingual, multireligious polity. In view of the resurgence of Corona virus, until further notice, the requirement of personal presence of the executants  for signing of Power of Attorney is being waived off with immediate effect. Message from H.E. Dr. Arif Alvi President of the Islamic Republic of Pakistan on Youm-e-Istehsal

Today marks one year since India undertook illegal and unilateral actions in Indian Illegally Occupied Jammu & Kashmir (IIOJK) in a bid to alter its internationally recognized disputed status and change its demographic structure.

What has followed is the worst human rights situation in the history of the IIOJK dispute with twelve months of uninterrupted and brutal military siege and crackdown. Media blockades,extrajudicial killings in fake ‘encounters’, and restrictions on fundamental freedoms have been used to try to break the will of the Kashmiri people,while Indian attempts to change their distinct identity continue unabated.

Through its illegal and unilateral actions of 5 August 2019 and illegitimate domicile laws, India is in direct contravention of the relevant United Nations Security Council (UNSC) Resolutions and international law, including the 4th Geneva Convention.

The world community has denounced the illegal Indian actions and the worst human rights violations in IIOJK. India stands exposed before the international community as its ‘Hindutva’ agenda continues to unfold and usurp the fundamental rights of the Kashmiris and political and religious freedoms of the minorities.

Pakistan expects that the Indian Illegally Occupied Jammu & Kashmir dispute will get the focus it merits from the international community. Pakistan will continue to raise the issue of  IIOJK at every available forum until the Kashmiri people get their legitimate right to self-determination as recognized by the United Nations Security Council Resolutions and as per the wishes of the Kashmiri people.

Today marks 365 days of the unprecedented, inhuman military siege and communication blockade since India’s illegal and unilateral actions of 5 August 2019. It is a crime against humanity that has destroyed lives, crippled livelihoods, and imperiled the very identity of the people of Indian Illegally Occupied Jammu & Kashmir (IIOJK).

Eight million Kashmiris have been made prisoners in their own homes. Their communication with the outside world has been deliberately revoked to hide the scale of human rights violations being perpetrated against them by the Indian occupation forces. Young men are being extrajudicially martyred in “fake encounters” and so-called “cordon and search” operations, almost on a daily basis, while the real Kashmiri political leadership remains incarcerated.

The extremist and expansionist BJP-RSS combine, represented by the current Indian Government, is unabashedly pushing the ‘Hindutva’ agenda. It is seeking to change the demographic structure of the region and turn its Muslim majority into a minority in blatant violation of relevant UN Security Council Resolutions and international laws, particularly the 4th Geneva Convention.

As expected, the Kashmiris have rejected these illegal ‘engagements in deception’, and so has Pakistan. Parliamentarians, journalists, humanitarian workers, international human rights organizations and members of the international community have also raised their voices on the continuing gross human rights violations in IIOJK. India stands exposed before the world, yet again, as an oppressor and aggressor. Its so-called secular and democratic credentials stand fully discredited.

For the sake of the besieged people of IIOJK, and for the sake of fairness, justice and human dignity, it is imperative that the international community steps in immediately and backs its words of condemnation with practical steps that will force India to reverse its present course against the Kashmiri people.

Let me be absolutely clear: Pakistan will always be with its brothers and sisters in IIOJK. We will never accept, and neither will the Kashmiris, the illegal Indian actions and oppression of the Kashmiri people. India has already failed in keeping the voices of the Kashmiri people from reaching the international community. Now India will fail in forcing its majoritarian, ‘Hindutva’ mindset on a people unwilling to compromise on their just rights and fundamental freedoms.

India must realize that martyrdom of each Kashmiri and the burning and destruction of each Kashmiri house will only further strengthen the Kashmiris’ resolve for freedom from Indian occupation. Throughout the Kashmiris’ struggle, Pakistan will stand shoulder-to-shoulder with its Kashmiri brethren until they realize their inalienable right to self-determination through free and impartial plebiscite under the auspices of the United Nations as per the relevant UNSC Resolutions.
